Carl Herse
Executive Advisor
Carl Herse specializes in strategic planning, conducting business needs analyses, designing holistic structures and capabilities, and ensuring the effectiveness of existing planning and capabilities. Carl provides independent assessments of vendor capabilities and offers advice on building and tailoring intelligence processes, including needs analysis and design. His expertise extends to data-related capabilities, where he advises on OSINT and Bulk Data capabilities, integrates tools and capabilities, and provides independent assurance on external purchases.
Carl has previously served as the National Manager of Intelligence Capabilities at AUSTRAC from February 2021 to September 2022. In this capacity, he applied data science capabilities to frontline operational teams, managed relationships in law enforcement, national security, and financial services, and oversaw the development of intelligence capability and governance. Carl delivered key initiatives, including the "FIU of the Future" vision and strategy discussion paper, an analyst competency and learning and development framework, and the implementation of new Open Source Intelligence tools and platforms.
Before joining AUSTRAC, Carl held various leadership positions within the Department of Foreign Affairs and Trade (DFAT). As the Assistant Secretary for the Executive Branch from June 2019 to February 2021, he prepared for and interacted with senior federal political decision-making bodies, developed organizational priorities, and contributed to strategic planning and implementation. Carl also served as the Lead of the Strategic Workforce Task Force, where he evolved strategic workforce supply, management, and planning frameworks.
Carl's extensive career at DFAT includes roles such as Assistant Secretary for Counter Terrorism (Asia), Strategic Counsellor at the Australian Embassy in Japan, and Acting Assistant Secretary for Counter-Terrorism. He has demonstrated a track record of driving coordinated action, developing and maintaining key relationships, and enhancing strategic access at the senior leadership level.
