Andrew is a highly experienced leader with proven management abilities in leading multi-disciplinary teams. His Defence experience as a Naval Officer spans more than 35 years including extensive operational and strategic level international experience. He combines strategic vision with robust operational, people, financial, engineering, logistics, risk and system management experience and skills. He is a progressive executive with a proven track record of successful reform across numerous roles.
Senior roles included Director General Materiel Information Systems (DGMATIS) in the DMO (2007-2010), Chief of Staff Fleet Command 2011-2012 and Director General Logistics – Navy and Head of the Supply Community 2012-2016. As DGMATIS he managed a portfolio of 40+ logistics-based applications and related projects and led the upgrade of the Defence Enterprise Logistics application, including enterprise change management, major program restructure and contract renegotiation.
From 2016-2018 as CEO of Scouts NSW he led significant business transformation reforms and steered the organisation through significant legal and ethical challenges. He provides ongoing pro bono support to Scouts NSW as Chair of the Audit and Risk Committee.
Commodore Smith returned to Navy from 2019- 2021 to lead a ground-breaking Supply Chain Analysis program using augmented intelligence and machine learning tools. Demonstrating positive return on investment with tangible enhancement to Defence supply chain resilience, he successfully transitioned the program from an innovation pilot to an enduring One Defence program. His extensive Defence and Government engagement of senior leadership delivered strong support for expansion of the program.
Most recently he provided several years of Strategic Advisor services to CASG Maritime Domain in support of Defence implementation of SAP ERP.
Professional and academic qualifications include CPA and AICD membership, MBA from the Australian Graduate School of Management (AGSM) and Master of Science (Logistics Management) and Batchelor of Commerce Degrees. He is married with three adult children and lives in the NSW Southern Highlands.
